Civic Union "Ukrainian Helsinki Human Rights Union" announces call for proposals for vacant position of Procurement Specialist

Objectives: 


- ensuring transparency and compliance of procurement with policies and procedures of the UHHRU and donors;

- monitoring of implementation by subcontractors and manufacturers of contractual obligations on financial and administrative matters;

- coordination of procurements as agreed with the finance department.


Job responsibilities:

-       Arrangement of goods and services procurement;

-       Analysis of price offers and organizing tenders, as required;

-       Development of the procurement plan on the basis of the general plan of the organization and requests of the management team;

-       Monitoring of terms of appropriate procedures;

-       Analysis of opportunities for better prices, discounts and other preferences, development of appropriate recommendations for management;

-       Coordination of preparation of tender documents and receipt of proposals in response and ensuring their safe receiving;

-       Participation in tender opening, analysis of tender results, performing of technical and financial assessment and ensuring confidentiality of the assessment;

-       Gathering and maintaining documents related to procurement (including supporting documents - invoices / contracts, acts / delivery notes, receipts, etc.), tracking goods purchased according to asset register, documenting of purchase and distribution of goods / services in accordance with established policies;

-       Preparation of relevant documents for filing to public authorities, donors;

-       Taking part in developing budgets of the organization for specific projects or activities;

-       Development (together with the finance department) forms of documents for procurement procedures;

-       Other tasks on demand.

Requirements:

-       Higher education in economics;

-       Knowledge of English;

-       Discipline;

-       Advanced PC user.

During consideration of the documents the candidates who have relevant experience in international projects of «USAID», «SIDA», «DFATD» shall prevail.
