Ukrainian Helsinki Human Rights Union announces call for proposals for vacant position of M&E specialist
The main responsibility of the M&E Specialist will be to ensure that feasible, efficient and useful M&E systems are designed and implemented, allowing the organization to meet its reporting requirements and provide meaningful and timely data for use in project management. The M&E Specialist will oversee the design and daily management of the M&E activities, including: maintaining a comprehensive plan for M&E implementation; planning and implementing activities data collection, management, and analysis.
Specific responsibilities include, but are not limited to:
- Serve as the key senior-level M&E resource on the organization activities, working in conjunction with other members of the management team to provide and maintain the organization`s overall strategic vision;
- Guide the team to develop, implement, and revise the organization`s M&E Plan;
- Work with the team to link the M&E Plan with the projects’ overall work plan, strategic plan, and budget;
- Develop and employ a systematic approach to data collection that includes a process for data quality assurance, and tested data collection tools, forms, and methodologies;
- Establish a system for periodic internal data quality assessments and coordinate external DQAs as required by the donor;
- Monitor the quality and completeness of the activities data for documenting activities performance, ensure data use within the projects for evidence-based decision making, and solve data problems if and when they arise;
- Compile and analyze data from each of the program areas and support the program team in presenting recommendations;
- Plan and coordinate an internal mid-term review on periodical basis;
- Plan and draft baseline, midline and final evaluation reports for the activities (in collaboration with other staff members) on periodical basis;
- Produce written documentation to highlight best practices, and what ‘works’ in a particular context;
- Oversee development and maintenance of the activities database(s) and ensure timely data entry;
- Build macro-level capacity for leading and coordinating M&E, including data quality auditing and the use of data for decision making;
- Support the development of effective liaison and coordination mechanisms for ongoing involvement and participation of partners in M&E activities;
- Represent the project’s M&E interests at meetings with stakeholders;
- Disseminate and assist the staff to disseminate data on project progress and results;
- Participate in capacity building of association and its members
- Other duties as needed.
Requirements of the M&E Specialist:
- Specialist knowledge and experience in the area of M&E methodologies and approaches, preferably related to human rights and ideally in Ukraine;
- Theoretical and practical knowledge of inter-disciplinary development and human rights issues;
- Good understanding of human rights dynamics, civil society and the donor community in Ukraine.
- Ability to lead strategic planning, results-based management and reporting;
- Focuses on impact and results for the client and responds positively to critical feedback;
- Demonstrates strong writing, facilitation, and presentation skills;
- Negotiation skills: capacity to work with diverse partners including government, donors and civil society;
- Master Degree in human rights, political science or social sciences with 3-5 years M&E related experience in the field of human rights.
- Extensive knowledge of monitoring and evaluation methodologies i.e. both quantitative and qualitative data collection, processing and analysis;
- A strong background in human rights programs, having managed projects wherein systematic input, output and process data were collected and used to guide programming;
- A good understanding of routine information systems, and literacy in management information systems;
- Knowledge of sampling and questionnaire design;
- Experience in designing and implementing country level M&E trainings;
- Experience working with and maintaining good relations with international, as well as counterparts and beneficiaries (e.g. International and Local NGOs and government representatives;
- Strong IT skills.
- Fluency in English and Ukrainian.
