Annual report 2013

One of the main principles of the Ukrainian Helsinki Human Rights Union is transparency and openness. Every year we publish a report describing what we have achieved, what difficulties we have faced and what we have done to overcome them, as well as how we help people and, of course, by what means he organization exists. Here is the organization’s report for the previous year.

Human Rights Activists Check Allegations of the National Guard Shooting "DNR"’s Casualties

The main purpose of the visit was to check the information about the Ukrainian National Guard soldiers allegedly shooting the wounded fighters of the self-proclaimed People’s Republic of Donetsk, as well as about the shelling of a hospital during the military action in Krasny Lyman.

Everyone who was watching evening news issue on 26th of May became an eyewitness of shocking scene on Kyiv streets. On this very day that what up before Pechersk district court was case of circumstances of protesters crackdown at Maidan Nezalezhnosti (The Square of Independence) on 30th of November2013. In particular, that was judged was the question about exemption from criminal liability of former head of Kyiv city state administration Aleksandr Popov.

The experts believe that complicated situation in the country is not an obstacle for police restructuring.

Public experts prepared the project of police reformation for the country. Representatives of working group on reforming the law enforcement as part of public initiative “Resuscitation package of reforms” told this news at a conference on May, 15. The group of experts from various organizations and institutions have developed and presented for extensive discussion the concept of police restructuring and the project of police law and policing in Ukraine, which is going to replace the outmoded police law.

The Civil Society Calls for Acceleration of the Public Prosecutor’s Office Reform

Representatives of public organizations and experts of the Reanimation Reforms Package call the Ukrainian government to accelerate the public prosecutor’s office reform. A corresponding draft law number 3541 was already adopted by the Verkhovna Rada of Ukraine at the first reading last year, and a positive opinion thereon was obtained from the Venice Commission, however the core committee of the Verkhovna Rada has not prepared the draft law for the second reading, yet.

Ukrainian experts joined an international team to develop police performance standards

Human rights activists got to work on developing universal standards of police performance. To that end, an expert platform involving 75 NGO experts from Azerbaijan, Belarus, Armenia, Kyrgyzstan, Moldova, Russia and Ukraine was established.

Human rights activists have named key human rights violators in 2013

The Ukrainian Helsinki Human Rights Union presented an annual report of the human rights organizations ‘Human Rights in Ukraine 2013’*. In this report, human rights activists have listed key human rights violators of 2013, including ex-President of Ukraine, law enforcement agencies, the Security Service of Ukraine and Ukrainian courts.
