The highest Negative Award * from the human rights activists for the rude violation of human rights in Ukraine is likely to be given to the following nominees.

Public prosecutor’s office of Mykolaiv Region – for the default in case of human rights violation. The applicant states the following: “Within 12 years the public prosecutor’s office could not question the complainant Mykola Slyvotskyi, who came to harm from police tortures and racks. 03.11.03 in the Town of Voznesensk the police “knocked out” his full confession in murder that he had never committed. The public prosecutors Hennadii Buts, Tymur Volkovskyi, public prosecution investigator Lutsenko and others are involved in this frame-up”.

Colonel Viktor Petrovych Buhyra gains his nomination for the use of illegal investigation methods concerning 15-years-old teenager Artem Kotkov and for the invention of murder charge, which the teenager did not commit (according to the applicant’s statement).

Parliament member Kostiantyn Mateichenko – for the most dangerous initiation of law in the human rights sphere. He presented the draft law No. 2225 according to which criminal liability for the state authority criticism can be laid down.

Prime Minister of Ukraine Arseniy Yatsenyuk – for the most dangerous initiation of law in the human rights sphere – initiation of the adoption of the Law of Amendments to Some Legislative Acts of Ukraine on the Court Fees Payment.

Ministry of Social Policy, Ministry of Health – for negligence and improper treatment, which turn to hell every-day life of psychoneurological boarding school wards.

Prosecutor General of Ukraine – for the default in case of human rights violation, whereupon the suspected of the significant crime stay at large. In July, 2015 General Prosecution investigators prepared the text of the lodgment to the Verkhovna Rada of Ukraine to receive the consent in cancellation of immunity, custody and detention of Yurii Boiko. The case has to do with the liquid gas fraud of Serhii Kurchenko, and the investigators openly call Boiko “the participant of the criminal organisation”. The lodgment with the full computation of the ex-minister’s deals was given to the Prosecutor General Shokin for him to sign and send to the Verkhovna Rada. Still according to the applicant’s statement the document is being abandoned within three months and Boiko feels unpunished.

The President of Ukraine Petro Oleksiiovych Poroshenko and the Head of the Verkhovna Rada of Ukraine Volodymyr Borysovych Hroisman – for the most dangerous initiation of law in the human rights sphere – enactment of the Law of Ukraine “On Local Elections”, No. 595-VIII/2015. According to this Law hundreds of thousands of internally displaced persons (IDPs) did not take part in the elections held on October 25, 2015 and thus underwent domicile based discrimination.

Central Election Committee of Ukraine – for the default, that has resulted into the citizen elective franchise violation.  Internally displaced persons (IDPs) were not allowed to participate in the elections held on October 25, 2015 and thus underwent domicile based discrimination. 2. The elections were undermined in the towns of Mariupol, Krasnoarmiiske and Svatove. In all the cases this shameful elective franchise violation and state constitutional system discredit have occurred as the result of faulty management of territorial election commissions. 3. CEC has not fulfilled the technological monitoring implements to control the activity of election commissions with the help of web-cameras the polling stations in 2012 were equipped with.

Oleksandr Tkachenko , CEO of the company “1+1 media” – for the actions resulted into suppression of the freedom of choice. According to the applicant’s statement, these actions consisted of illegal prohibition of the TV-show “Shuster LIVE” airing.

Solomianskyi District Court Judge of the City of Kyiv Oleksandr Viktorovych Bobrovnyk – according to the applicant’s statement, the judge Oleksandr Viktorovych Bobrovnyk is the most impudent criminal judge. Within 2013-2014 he was passing illegal resolutions, which have resulted into grave consequences for Oleksandr Vasyliovych Kucheriavenko. Hereupon the General Prosecutor’s Office of Ukraine has initiated criminal proceedings against the judge Bobrovnyk. Still, taking advantage of the default of the General Prosecutor’s Office authorities the judge Bobrovnyk continues manipulating the procedure, passing new a priori unjust resolutions, destroying unique case evidences (original testament) and scoffing cynically at justice otherways.

National Bank of Ukraine gains its nomination for adopting the resolution, which has led to the registration place discrimination of a large group of people.  The adopting of the NBU Directors Resolution No. 699 dated 03.11.2014 has resulted into the discrimination of people whose place of residence is registered in the Crimea and in the city of Sevastopol. They were recognized as non-residents of Ukraine.

The Negative Award is a non-commercial project. The initiatives and decisions related to the award cannot be used for receiving any profit by any initiative organiser, juror or award sponsor. The award sponsors have no right to influence the decision making in any nomination.

The Negative Award is given for the most dishonourable and dangerous violations of human rights and fundamental freedoms, which have nationwide importance and took place within the period from November 1 of the previous year till November 1 of the current year.
