The analysis of the implementation of the final conclusions of the UN Committee on Economic, Social and Cultural Rights on the results of consideration of the Ukraine’s VI periodic report is published for your attention.
The report was prepared by experts-authors Inga Dudnik, Iryna Sarancha and Taras Shcherbatiuk. The report is published in author’s edition.
During the 52nd session, which was held in April-May 2014, the UN Committee on Economic, Social and Cultural Rights considered the VI periodic report of Ukraine on the implementation of the International Covenant on Economic, Social and Cultural Rights. On June 13, 2014, the Committee issued the Final conclusions, mentioning that the government should pay attention to a number of problem areas. Among the areas of concern of the Committee are eradicating poverty, preventing and combating discrimination, combating socially dangerous diseases, the situation of certain vulnerable groups, employment, and social security, health care.
The Ukrainian Helsinki Human Rights Union offers analysis of results achieved by Ukraine in implementing the Committee’s final conclusions two years after receiving them. When preparing answers to the Committee’s recommendations, we were guided, in particular, by the position of Ukraine in the estimates of international organizations and monitoring missions; the most important novels of legislation, laws, regulations, changes in judicial practice; the activities of NGOs and dialogue with the government if the latter occurred.
