A section of the “Human Rights in Ukraine – 2016” report, prepared by human rights organizations, is published for your attention.
Yevhen Zakharov, Director of the Kharkiv Human Rights Protection Group, prepared a section of the annual report of human rights organizations “Human Rights in Ukraine”, dedicated to the analysis of the human rights situation in the self-proclaimed People’s Republics. The publication is based on the materials of the two reports. Yevhen Zakharov earlier prepared one of them and Oleh Orlov and Yan Rachynskyi prepared the other one. You may read the primary sources at the following links:
1. Yevhen Zakharov. Violations of human rights in so-called Luhansk and Donetsk People’s Republics: Legislation and Practice;
2. Oleh Orlov and Yan Rachynskyi. The situation with human rights in Donetsk and Luhansk Oblasts (April-June 2016). Monitoring of the uncontrolled by authorities of Ukraine territory. – pp. 35-68.
In this review, Yevhen Zakharov has highlighted issues such as human rights violations in quasi-legislation of LPR and DPR, by the governments of the self-proclaimed republics, violation of civil and political rights and freedoms in these areas, as well as the social and economic rights.
After analyzing these issues, in recommendations, the Director of KHRPG urges the Ukrainian authorities to take all measures to ensure pensions for pensioners living in the self-proclaimed DPR and LPR, and the competent authorities – to increase throughput of checkpoints in order to eliminate queues. Also among the recommendations, there are changes of regulatory documents and practices of checkpoints to protect people in case of fire; avoiding attacking from the opposing area from residential areas and others.
The section of the report can be found here.
Publication of the report is in the author’s edition and is being constantly updated.
The publication is supported by the Embassy of Sweden in Ukraine.
