Access to humanitarian aid under conditions of armed conflict in the East of Ukraine

This report includes information obtained during the field monitoring mission supported by the United States Agency for International Development (USAID) Human Rights in Action Project that is implemented by Ukrainian Helsinki Human Rights Union.
The publication is concerned with comprehensive access to humanitarian aid in situation of armed conflict in the East of Ukraine. The legal aspect of internationalhumanitarian aid is considered. Challenging issues of access to humanitarian aid under conditions of military conflict in the East of Ukraine are determined on grounds of open sources analysis and own research. Results of interviews with members of humanitarian organizations, monitoring visits, surveys of internally dis placed persons in need of humanitarian aid are provided herein.
