The Concept Note on the State Strategy of the Return of Ukrainian Citizens Currently under Control of the Russian Federation and/or Its Agents as a Result of the Armed Conflict was jointly developed by the Ukrainian Helsinki Human Rights Union, Kharkiv Human Rights Protection Group, Global Rights Compliance LLP, and Media Initiative for Human Rights.

The Concept note covers the following elements:

• Introductory section
• Principles Governing the Implementation of the Strategy.
• Legislative Framework (Conflict Qualification and the Applicable Law; Status of Persons in the Conflict; Other Legislative Steps).
• Organization and Competence of the Government Authorities (namely, the Verkhovna Rada of Ukraine, The Council of National Security and Defense, National Information Bureau that is to be created, Cabinet of Ministers of Ukraine, Ministry of Defense, Security Service of Ukraine, Office of the Prosecutor General of Ukraine (Prosecutor’s Office of Crimea, Military Prosecutor’s Office), Ministry of Foreign Affairs, Ministry of Justice, Ukrainian Parliament Commissioner for Human Rights).
• The Role of the Civil Society.

The Concept note
